Chicago’s Superstars Address Harassment on the CTA

I’ve long admired the anti-street harassment work of the Rogers Park Young Women’s Action Team (YWAT) in Illinois (for example, a few years ago they held a citywide Day of Activism against Street Harassment). Their current work to address harassment on Chicago’s public transportation makes me admire then even more.

The YWAT recently surveyed 639 CTA riders, mostly young women, and found that over half of the respondents had been sexually harassed on the CTA and thirteen percent had been sexually assaulted. Of those who had been harassed or assaulted, only 9 percent said they filed a complaint with the police or CTA. Supporting the low reporting rate, there were only two recorded incidents of criminal sexual assault on the whole Chicago transportation system in 2008. Via the Chicago Sun Times:

“Ronnett Lockett, 20, a Northern Illinois University student and another member of the group, said one problem is that women might be frightened and not know how to respond. Ads on trains would help people know what to do, Lockett said.

The group also wants CTA employees and police to be trained in how to deal with harassment. …

CTA spokeswoman Noelle Gaffney said the agency takes these things ‘very seriously.’ But riders who feel threatened have to speak up, she said.

‘Should a customer feel threatened at any time as the result of another individual’s behavior, they should notify the rail operator immediately via the use of the emergency call button,’ Gaffney said.

At L stations, customer assistants or security guards are on duty during service hours, Gaffney said.

And CTA buses and many L stops are equipped with security cameras networked to the CTA’s control center, Gaffney said. Some stations have already been renovated to include brighter lighting, and the agency is in the process of installing more security cameras.”

The YWAT is holding a poetry slam about sexual harassment on the CTA to gather more stories about harassment and open community dialogue about this problem too many women and girls face. The event will be held on June 27.

I’m glad they are continuing to address the problem of harassment and assault in public spaces (like buses and subways) that women in their community face simply for being female.  Their work will make a difference.

Where's the Safety Transparency?

Emily May, one of the co-founders of HollaBack NYC and one of the recent co-founders of New Yorkers for Safe Transit has a great op-ed piece in the NY’s Metro paper about the lack of safety transparency in the crime statistics for NY’s public transportation system.

MTA says there’s been a drop in crime on the subways, however, Emily doesn’t believe they’re accurately tracking persistant harassment crimes that disproportionately impact people of color, LGBTQ folk, and women who fall both within and without the first two groups of people.

“While the experience of harassment and assault is widespread, our access to information on these crimes is severely limited. In 2007, Manhattan Borough President Scott Stringer’s office released the only report to date on the issue. According to the report, 63 percent of riders are harassed on the subway, and 10 percent are assaulted. With 5 million people riding the subway every weekday, it is fair to say that these crimes are at epidemic proportions.

The MTA’s recent anti-harassment PSAs suggest victims contact an ‘MTA worker or police officer.’ This is an empty gesture; personnel cuts have made station attendants scarce. Riders lucky enough to find help are ‘ignored’ or told ‘there isn’t much they can do,’ according to posts on HollabackNYC.com.

The subways have come a long way since the ’70s, but cleaner trains are not necessarily safer. If we are going to herald our improvements in transit safety, ‘strikes, shoves and kicks,’  ‘following a person in a public place,’ harassment and other misdemeanors must be included in the MTA’s crime count. Until we have safety transparency in our subway, these crimes will continue to stand clear of the closing doors.”

I whole-heartedly agree. I’m very glad she and the other individuals working on New Yorkers for Safe Transit are engaged in activism around this problem.

Victims Have Obligation to Report Harassers?

Selangor Community Awareness Association member and lawyer Honey Tan said sexual harassment on public transportation in Malaysia is common (as it is in many other countries) and she said many women don’t report it.

“‘Even if you don’t think the police can solve the case, the statistics are important to justify the police’s request for more manpower [sic]. Making a police report is not just your right, but your obligation,’ she said.”

There are tons of reasons why victims/survivors don’t report incidents of street harassment & assault, like not having enough time/energy, fear of being blamed for harassment/assault, fear of wasting time because complaint won’t be taken seriously, fear of retaliation from harasser, an inability to identify the harasser, etc. So saying it’s their obligation to report it may be a bit naive.

On the other hand, I do think that the problem of gender-based public harassment and assault by strangers won’t be taken seriously by law and policy makers unless the numbers show there’s a problem. The numbers won’t show there’s a problem if the crimes are vastly under reported (which they are).

So what about the creation of a lesser form/complaint one could fill out (anonymously and/or with the ability to do it online) if one doesn’t necessarily want to press charges but just wants to help show the real numbers of harassers? Does anyone know if such a form/system exists? Would there be too much room for false reporting? (Though what would the incentive be for false reporting if its purpose is to function as a way to gather data, not to prosecute the harasser?)

Otherwise, it seems like conducting surveys are the only way real harassment numbers can be shown, but that method isn’t perfect either.
